Economy, SAT and Customs will not Dictaminate Notices of Foreign Trade

According to Mexican authorities, the goal is to streamline procedures at the centers through which goods enter and leave the country.

The Mexican Tax Administration Service (SAT), the National Customs Agency of Mexico, and the Ministry of Economy, in coordination with the Agency for Digital Transformation and Telecommunications (ATDT), have eliminated the requirement for a ruling on Notices related to foreign trade submitted through the Single Window for Foreign Trade Procedures. According to a press release, this elimination aims to streamline economic activities.

In this regard, "the Notices will no longer require an express resolution, as they are considered self-managed procedures," the authority stated.

The elimination of this requirement is part of a series of measures published on May 4th in the Official Gazette of the Federation to simplify procedures for investments.

The SAT (Mexican Tax Administration Service) aims to reduce the number of digital tax stamps blocked and plans to cut cancellations by up to six times.

The SAT will reduce the cancellation of digital tax stamps from 18,000 to 3,000 this year.
The National Authority for Simplification and Digitalization (ANAM) in Customs supported foreign trade authorities in eliminating unnecessary administrative burdens and optimizing processing times. This strategy strengthens legal certainty, improves the user experience, and contributes to a more efficient, accessible, and transparent public administration.

In this regard, the measure is based on the fact that these procedures are solely intended to inform about the performance of activities regulated by these authorities. This does not exempt regulated entities from complying with the applicable regulations, and they remain subject to verification, oversight, and control actions by the Ministry of Economy (SE), the SAT, and ANAM, and, where applicable, to any applicable administrative sanctions.

It should be noted that the following procedures are exempt from this measure: “Automatic Import Notices for Steel Products,” “Automatic Export Notices for Fresh Tomatoes,” and “Automatic Import Notices for Electrically, Electronically, Mechanically, or Combined Machines Used for Drawing Numbers or Symbols Subject to Randomness,” but only in the form of “reports of observations regarding minimum safety standards resulting from any compliance inspection.”

Likewise, the following procedures are excluded: “Modification of Address Registration for a Plant, Warehouse, or Storage Facility - IMMEX” and “Modification of Address Registration for a Plant, Warehouse, or Storage Facility - PROSEC.”

These exclusions are strictly due to the technical adjustments that must currently be implemented in the corresponding systems. Therefore, the details and procedures to follow will be communicated in due course through official channels, the authority emphasized.
